A 50/50 raffle is a fundraiser where upon completion of the raffle, half of the net proceeds are given to the charity that hosted the fundraiser and half is given to the randomly* selected winner. A Percentage raffle draw is commonly known as 50/50 raffle where it represents the percentage to be awarded as a prize and the gross raffle revenue. All licensed charity references to the raffle shall indicate the amount payout and expenses if possible. (e.g. percentage 40/60 draw or 30/70 draw)

Yes. Any time you pay a price for a chance to win a prize, a raffle license is needed.
